UPDATED with 1st ARREST and BOND INFO: Jeremy Christopher Hall was arrested by GCSD Deputy Terry Wade on Wednesday, May 19. When Hall was booked in at 7:41 p.m., he was held without bond pending court appearance. During his initial hearing in Greene Superior Court yesterday afternoon, May 20, his bond was set at $15,000 surety with ten percent cash allowed. As of mid-day Friday, he had not yet posted bond. Court records now show Hall with a home address in Newberry.

Warrants issued for three men on drug charges

Warrants were issued earlier today for the arrest of three men currently living in a rural Bloomfield residence, all on drug charges, all as a result of an investigation by an Indiana State Police Trooper.

Charles William Proctor, 48, Bloomfield, was already wanted on two warrants out for his arrest a couple of days ago when ISP Trooper Richard Klun stopped at Proctor’s residence on East State Road 58.

Trooper Klun had driven by the residence on other occasions but on Monday, May 17, there were two vehicles in the driveway that had not been there on other days. When he stopped, he was met at the front door by Kenneth Keifer Fielder, 26. Court records show Fielder with a home address at a recovery center in Washington, Ind.

When asked about Proctor’s whereabouts, Fielder said Proctor had left earlier in the day with Jeremy Hall, 37, and another man. Court records show Hall with a home address in Bedford.

Fielder allegedly said he was aware Proctor was wanted on warrants. Fielder also said he was housesitting while Proctor was not home. He offered to walk the trooper through the house to show him that Proctor was not there.

Trooper Klun said Fielder then showed him what Fielder said was Proctor’s bedroom, Hall’s bedroom, Fielder’s bedroom, as well as the rest of the house.

During the walk-through, Trooper Klun reported he saw a glass marijuana bong in the kitchen – Fielder allegedly said it was Proctor’s. In the bedrooms, he saw a white crystal substance on a table and other drug paraphernalia lying in plain view.

When the trooper told Fielder he would be asking for a search warrant due to the drugs and paraphernalia in plain view, Fielder consented to a search of his person – nothing found. The trooper told Fielder he was free to leave if he wished and Fielder opted to leave the property.

Trooper Klun reported that when the search warrant was executed, starting at 3:28 p.m., officers found a plastic bag containing a substance that field-tested positive as methamphetamine, a digital scale with residue, a homemade suppressor and five rifles and one shotgun, all in Proctor’s bedroom. One rifle was loaded with a round in the chamber and the shotgun was loaded with one in the chamber.

In Hall’s bedroom, they allegedly located a crystal substance that field-tested positive as methamphetamine.

In Fielder’s bedroom, they allegedly located a glass smoking device, a plastic bag containing a crystal substance that field-tested positive as methamphetamine – it weighed approximately 15 grams, one digital scale, numerous plastic bags, zip bags, food saver bags, glass drug paraphernalia and an orange medicine bottle containing a glass vial with residue.

All items of evidence were seized and the officers left at 4:39 p.m.

Criminal cases were filed against the three men and warrants issued for their arrests.

Proctor is facing preliminary charges of:

  • Possession of methamphetamine, a Level 5 felony;

  • Maintaining a common nuisance – controlled substances, a Level 6 felony, and

  • Possession of paraphernalia, a Class C misdemeanor.

Fielder is facing preliminary charges of:

  • Dealing in methamphetamine in an amount of 10 or more grams, a Level 2 felony, and

  • Possession of paraphernalia, a Class C misdemeanor.

Hall is facing preliminary charges of:

  • Possession of methamphetamine, a Level 6 felony.
