Carlisle man arrested after failing to pay more than $13,000 in child support
/A Carlisle man was arrested Sept. 20 on a warrant after investigators say he failed to pay more than $13,000 in court-ordered child support over an eight-year period.
According to a probable cause affidavit filed Sept. 16 in Greene Superior Court, Russell Lowell Goodman Jr., 41, is charged with nonsupport of a child, a Level 6 felony. Court records show Goodman was ordered in July 2017 to pay $77 per week in child support.
Investigators allege that Goodman did not make those payments from July 2017 through July 31, 2025, resulting in $13,289.49 in unpaid support.
The child’s mother told authorities she has been the primary caregiver and has worked various jobs—often overtime—to provide for their child. She said Goodman occasionally offered small amounts of money, estimated between $700 and $800 in total, but the contributions were inconsistent. She also reported that Goodman rarely visited the child and had a history of drug use and criminal activity.
The mother explained that she relied on food stamps, Medicaid, and help from family members to cover childcare, school supplies, and even her child’s braces. Despite the challenges, she said she ensured her child could participate in extracurricular activities.
Investigators noted Goodman operates a tree-cutting business and owns work equipment, but his primary means of income is unclear.
Goodman’s warrant was served on Sept. 20. He was transported to Greene County Jail where his bond was set at $13,290 surety with 10% cash allowed. He was released after posting $1,329.
He is scheduled to appear in Greene Superior Court for an initial hearing on Oct. 9.
