Alleged victim hid from man accused of strangulation

A Switz City man, who has twice been convicted of strangulation, was arrested July 30 on new strangulation charges as well as charges of domestic battery and identity deception.

When Sergeant Jordan Allor of the Greene County Sheriff’s Department and Officer Cayden Walker of the Linton Police Department responded to a call of a domestic battery incident on June 30, Allor shouted “sheriff” making their presence known on the property. The victim came running towards them from underneath a camper where she had been hiding, telling officers that Peyton Issa Minter, Jr., 31, was hiding in the woods. 

Allor walked towards the woods while Walker spoke with the victim. After speaking with the victim, Walker informed Allor the victim claimed she had been strangled by Minter and had marks on her body. 

While in the woods, Allor found Minter lying in a small creek bed. He told Allor his name was Tyshawn Greene. When out of the woods, Allor asked Minter to spell his name. He spelled Tyshawn, but said his last name was Carter instead of Greene. When Allor said he previously gave a different last name, Minter said he wasn’t asked his last name. He said he wasn’t lying because he didn’t want to get charged with obstruction of justice. When checking those names, Tyshawn Greene did not get a return; however, Tyshawn Carter returned as a deceased individual from Monroe County. 

The victim was able to provide positive identification of Minter. Allor was unable to find any identification for him, such as a driver’s license, but was unable. He did find a credit/debit card with his name on it. He was later identified through software at the Greene County Sheriff’s Department. 

When talking about the domestic incident, Minter said he and the victim were in an argument and the victim ran at him and “swung”.  Minter said, “As a man, I’m going to accept my responsibilities. I pushed her away. Once I pushed her away, next thing you know, I picked her up and sat her on the bed and rubbed her head with nice cold water.” He said he asked the victim to give him a ride but she refused. 

Allor spoke with the victim about the incident. She said Minter had been with his friends earlier and was acting strange when she came home. She said he lost his “weed” and has been tearing up the residence looking for it. She said she told Minter to leave and he choked her. She said he choked her with both hands and she lost consciousness. She said he choked her from the front and she felt like her eyes were bulging out and she thought she was going to die. 

She said he took her phone away so she was unable to call for help. She said Minter started talking so she grabbed her phone and ran outside. She said she stopped by the camper in the backyard and hid underneath it. 

When Allor asked if anything else had happened, the victim said he had slapped her in the face while they were in the residence. While speaking with the victim, Allor noticed blood on her left ear lobe and scratch marks on both sides of her neck. She said she had pain from being strangled. 

He has been charged with: 

  • Strangulation with a prior conviction of strangulation, a Level 5 Felony

  • Domestic battery with a prior conviction of domestic battery, a Level 6 Felony

  • Identity deception, a Level 6 Felony

His bond was set at $18,000 surety with 10 percent cash allowed. He was also being held without bond on a probation violation in a felony case from another county.
