Borders highlights new state laws in effect this July
/With the 2025 legislative session concluding in April, State Rep. Bruce Borders (R-Jasonville) is highlighting some of the new state laws taking effect this summer.
Borders said many new laws passed during session took effect July 1, including a new law to meet our increasing energy demand.
House Enrolled Act 1007 could pave the way for Indiana to be a leader in clean, reliable and cutting-edge energy generation technology. It creates incentives for small modular nuclear reactors to modernize our energy grid. It also reduces ratepayer risks associated with meeting the new or expanding energy needs of large commercial users.
"This new law positions Indiana to lead the way on next-generation energy development," said Borders, who co-authored the new law. "By supporting SMRs, we're embracing innovation that can deliver reliable, clean energy for decades to come."
Borders said lawmakers took action on a variety of issues impacting Hoosiers this year, including cutting taxes for hardworking Hoosiers.
To continue Indiana’s track record of cutting taxes, House Enrolled Act 1001 accounts for scheduled cuts to the state income tax each of the next two years to one of the lowest rates in the nation. Another new law provides property tax relief to homeowners. These tax cuts combined will save Hoosiers more than a billion dollars over two years.

Lowering Health Care Costs
To reduce health care costs, a new law prevents large nonprofit hospital systems from charging more for the same services billed at different facilities. It also requires more public posting of service prices to allow patients to compare costs and make informed decisions and it strengthens efforts to combat Medicaid fraud.
Protecting Hoosier Taxpayers
Indiana's budget is balanced, maintains Indiana's AAA credit rating, funds critical priorities and continues state income tax cuts for Hoosiers. The budget provides the most ever funding for K-12 schools and expands school choice to all families next year. It boosts funding for public safety and housing access to support growing communities.
