A Bloomfield woman in court Monday was charged with neglect of a dependent for allegedly driving while intoxicated with a child in the car, and intimidation for allegedly threatening to find and beat an officer.

Jessica Lea Webb, 33, Bloomfield, was arrested by Lt. Marvin Holt of the Bloomfield Police Department early Wednesday, July 1, following an incident that started late Tuesday, June 30.

On Monday, July 20, when Webb appeared in Greene Superior Court for her initial hearing, she was formally charged with:

Neglect of a dependent – dependent placed in situation that endangered the dependent, a Level 6 felony,
Intimidation, a Level 6 felony,
Disorderly conduct – engaged in fighting or tumultuous conduct, a Class B misdemeanor,
Operating a vehicle while intoxicated, a Class C misdemeanor, and
Operating a vehicle while intoxicated endangering a person less than 18 years, a Level 6 felony.

Around 10:42 p.m. on Tuesday, June 30, a caller contacted the sheriff’s department about a suspicious person. The caller told a dispatcher that Webb had been yelling and blocking a couple of people in the parking area at Huck’s convenience store on West Main Street in Bloomfield. The caller said he believed Webb was under the influence during this encounter. He said there was a child in Webb’s vehicle and that she had just left in a blue Neon passenger car and was heading east.

At the time, Lt. Holt and BPD Deputy Marshal Brittany Ingram were at the police department so when they were dispatched, the pulled in behind Webb after she passed the station. Lt. Holt said Webb’s vehicle traveled right of the fog line then left of the center line then did not use a turn sign as required and was stopped near East Main and County Road 70 East.

During the stop, Webb said she did not swerve and Lt. Holt couldn’t prove she did without video. She said he had stopped her illegally and she allegedly began yelling at Lt. Holt and called him a liar, attracting attention from some walkers in the area.

Lt. Holt reported Webb failed the first portion of standard field sobriety tests, refused to take the rest, refused to take a breath test and told him to get a warrant for her blood. He did. A blood draw was completed by personnel from the Greene County Ambulance Service at the sheriff’s department – results pending.

A child was a passenger in Webb’s vehicle. Officer Ingram was able to make contact with a grandmother to come and get the child. The incident was also reported to DCS (Department of Child Services).

Webb was booked into the Greene County Jail at 1:33 a.m. on Wednesday, July 1. Her bond was set at $16,500 surety with ten percent cash allowed. She posted $1,650 and was released later the same day.

Lt. Holt reported that during the time Webb was at the jail, she was verbally abusive the entire time and before she left, she communicated a threat to Officer Ingram that when she gets out, she was going to find the officer and “beat her a--.”
