Worthington man arrested after officers seize meth, firearms in probation search

A Worthington man was arrested Feb. 16 following a probation search that led to the discovery of a large quantity of methamphetamine, firearms, and drug-related items at multiple locations, according to court documents.

David Foster, 64, was taken into custody after Worthington Town Marshal Jacob Gambill conducted a probation search related to an ongoing investigation into suspected drug-dealing activity. Foster is charged with dealing in methamphetamine, a Level 2 felony; possession of a firearm by a serious violent felon, a Level 4 felony; possession of a syringe, a Level 6 felony; and possession of paraphernalia, a Class A misdemeanor.

According to a probable cause affidavit filed by Gambill, Foster was on probation in a prior case and had waived his right to search and seizure as a condition of that probation. Gambill coordinated the search with Foster’s probation officer after receiving information that Foster had been actively dealing methamphetamine in the Worthington area.

Officers initially attempted to locate Foster at his registered residence on Seminary Street in Bloomfield before finding him near the intersection of Jefferson and Judson streets, where he was assisting another individual. During the encounter, Foster reportedly consented to officers reviewing messages on his cellphone. Gambill stated that messages consistent with narcotics transactions were identified based on his training and experience.

During a search of Foster’s person, officers allegedly located packaging materials and later recovered a camouflaged zippered pouch concealed in his jacket sleeve. Inside the pouch, officers reported finding multiple plastic bags containing a crystal-like substance that field-tested positive for methamphetamine, a hypodermic syringe and a digital scale with residue. The largest bag reportedly weighed approximately 96.69 grams, with two additional bags weighing 5.44 grams and 6.78 grams.

Foster reportedly admitted the substance was methamphetamine and acknowledged using the items to deal drugs, according to court records. Officers also reported locating a handwritten document believed to be a drug ledger outlining pricing and transactions. Foster allegedly discussed purchasing and selling methamphetamine in varying quantities and admitted to personal use.

Search warrants were later obtained for two Bloomfield residences and multiple cellphones associated with Foster.

During a search of a Franklin Street residence, officers reportedly recovered digital scales with residue, syringes, ammunition, drug paraphernalia and a Savage .17 HMR rifle. A subsequent search of the Seminary Street residence allegedly resulted in the discovery of additional syringes, digital scales, suspected narcotics, ammunition, fentanyl test strips, Narcan and multiple firearms, including a Cobray pistol and a .22-caliber rifle.

Court documents state Foster has prior felony convictions, including previous drug-related offenses.

Foster was transported to the Greene County Jail where he was initially held without bond. After an initial hearing Feb. 18 in Greene Circuit Court, a bond of $200,000 surety with 10% cash allowed was set, according to court records.
