Martinsville woman accused of striking deputy during arrest

A 50-year-old Martinsville woman appeared in Greene Superior Court on May 26 for an initial hearing following her arrest on multiple charges, including possession of methamphetamine and battery against a public safety official.

Kelly Sebastian faces preliminary charges of possession of methamphetamine, a Level 6 felony; battery against a public safety official, a Level 6 felony; resisting law enforcement, a Class A misdemeanor; and possession of paraphernalia, a Class C misdemeanor.

According to a probable cause affidavit filed in the case, deputies with the Greene County Sheriff's Department responded May 21 to a report of a woman walking along Gallimore Road with a suitcase and screaming.

Deputy Herschel Blankenship reported he and Deputy Tanner Carter arrived after navigating multiple flooded roadways in the area. Court documents state deputies encountered Sebastian walking barefoot along the roadway. Sebastian reportedly told deputies she was waiting for a ride.

According to the affidavit, deputies asked Sebastian if she possessed any weapons. Investigators allege she removed several items from her pockets, including vapes, a glass jar, rocks, acorns and a glass tube officers believed was commonly used to ingest methamphetamine. Authorities stated residue inside the tube later field tested positive for methamphetamine.

The affidavit states deputies instructed Sebastian to place the items on a patrol vehicle and attempted to detain her. Officers allege Sebastian initially refused commands and made statements deputies described as nonsensical.

According to court documents, deputies eventually handcuffed Sebastian in front of her body after she advised officers she had an injured arm. While attempting to place her into a patrol vehicle, deputies allege Sebastian resisted by sitting on the ground, screaming, and fighting with officers.

Investigators further allege Sebastian struck Deputy Blankenship on the top of the head with her cuffed hands while officers attempted to place her into the patrol vehicle. The deputy reported the strike caused him pain.

She was transported to the Greene County Jail where she was held without bond until her initial hearing on May 26. At her hearing, a bond of $25,000 surety with 10% cash was set.
