Deputy Hutchens was dispatched to the scene of the one-vehicle accident at 11:58 p.m. on Aug. 11. While en route, she was informed by Sullivan County Sheriff’s Department Deputy Cole Boatright the driver, identified as Knepp, was detained at the scene and appeared to be intoxicated.
Upon arrival, Deputy Hutchens found Knepp’s 2006 black Chevrolet Silverado that had been involved in the accident. Knepp alleged he had been driving too fast and missed a curve in the roadway. He told the officer his vehicle left the roadway and he overcorrected causing the truck to roll multiple times. While speaking with Knepp, Deputy Hutchens, according to the probable cause affidavit, detected a strong odor of an alcoholic beverage emitting from his breath. His eyes were also allegedly red and glassy. Deputy Boatright, according to the document, said Knepp admitted to consuming a couple of shots and mixed drinks when he previously spoke with him. Hutchens wrote Knepp overheard the two officers speaking and immediately said he had been drinking and was not going to lie about it.
Knepp submitted to and failed a standardized field sobriety test at the scene. He also submitted to a portable breath test with a result of 0.138.
Knepp was cleared by EMS and then transported to the Linton Police Department for controlled environment testing. He again failed a standardized field sobriety test. His result of the certified blood test was 0.101.
