Sullivan man arrested on OWI, paraphernalia charges after being found asleep behind wheel

A Sullivan man was arrested July 13 after an Indiana Conservation Officer found him asleep behind the wheel of a vehicle blocking a residential driveway in eastern Greene County.

Cory W. Collins, 36, faces charges of Class A misdemeanor operating a vehicle while intoxicated endangering a person, Class C misdemeanor operating a vehicle while intoxicated, and Class A misdemeanor possession of paraphernalia with a prior conviction.

According to a probable cause affidavit, Indiana Conservation Officer Cole Hollingsworth was patrolling Furnace Road around 1:21 p.m. when he observed a black Jeep Liberty parked across the entrance of a driveway in the 1200 block of East Furnace Road, preventing the homeowner from accessing the property.

As Hollingsworth approached the vehicle, he found Collins asleep in the driver's seat. The affidavit states Collins was holding a lighter and a metal smoking device commonly referred to as a "one hitter."

After Collins awoke, Hollingsworth reported he appeared confused and had difficulty responding to questions. Court documents allege Collins was unsteady on his feet after exiting the vehicle and admitted he "smoked a little bit of pot here and there."

Investigators reported observing signs of impairment during a horizontal gaze nystagmus test. Due to Collins' condition, traffic and the gravel driveway, no additional standardized field sobriety tests were conducted.

According to the affidavit, Bloomfield Town Marshal Kenneth Tharp, who assisted at the scene, reported that an unidentified citizen had observed the same Jeep traveling on Furnace Road several hours earlier before later seeing the driver slumped over in the driveway where officers ultimately encountered Collins.

Collins consented to a search of his vehicle, during which officers allegedly recovered the metal smoking device and a vape containing a liquid substance. Both items were seized and will be submitted to the Indiana State Police Laboratory for testing, according to court records.

A portable breath test administered at the scene registered a blood alcohol content of 0.00%. Investigators suspected impairment by another substance and obtained a blood sample at Greene County General Hospital for toxicology testing.

According to court records, Collins told investigators he had left his employer's residence and was attempting to find his way back to the highway to return home to Dugger. The affidavit also states Collins has a prior Sullivan County conviction for possession of paraphernalia, resulting in the enhanced paraphernalia charge.

Additional charges could be filed pending the results of toxicology testing, according to the probable cause affidavit.
