A Bloomfield driver, stopped for not using a turn signal, allegedly refused to blow into a portable breathalyzer then refused a chemical test. An officer reported signs of intoxication, transported the driver to jail and requested a search warrant for a blood draw.

Charles W. Parcels, 27, was stopped near South Jefferson and Mechanic streets in Bloomfield shortly after midnight on the Fourth of July.

Bloomfield Deputy Marshal Jordan Allor initiated the traffic stop after he saw a silver 1998 Jeep Grand Cherokee make a turn without using a turn signal.

While he was getting his driver’s license and speaking to Parcels, Allor reported the odor of an alcoholic beverage coming from Parcels and said his eyes were red and watery. He also said he detected the odor of marijuana coming from the vehicle.

Officer Allor said when Parcels was asked to exit the vehicle and asked where the marijuana was, Parcels said it was in the vehicle. A “Tupperware” container containing a green plant material, which field tested positive as marijuana, was located under the driver’s seat.

After Parcels was transported to the sheriff’s department, the search warrant for a blood draw was executed by Greene County Ambulance personnel. The sample was being sent to the lab for testing.

Parcels was arrested. His bond was set at $8,500 surety with ten percent allowed. He posted $850 cash and was released.
