Convicted sex offender arrested twice in one week

A Linton man has been arrested twice in the past week. In both cases, he was arrested on warrants issued for alleged failure to register as a sex offender. He’s facing charges in Greene and Knox counties.

Steven Dewayne Goodman, 33, Linton, was convicted of sexual misconduct with a minor in Knox County in 2009. He is required to register with the Indiana Sexual and Violent Offender List as a sex offender for a period of 10 years. According to information on the list, he is required to register until July of 2019.

Goodman was registered as living on West 4th Street in Bicknell, which is in Knox County, but at some point he apparently moved to Linton and officers allege he failed to register in Greene County.

Greene County Sheriff’s Detective Shawn Cullison has been investigating and in a probable cause affidavit prepared by Det. Cullison, he details a series of incidents involving Goodman.

On July 14, the Linton Police Department received a report that Goodman was a sex offender and he was in the park.

On July 15, the Linton Police Department received a noise complaint from a caller who said a vehicle in the parking lot of Musselman’s Apartments was playing loud music. Det. Cullison responded to the complaint and said when he got there, a man sitting in a vehicle was playing music quietly but when the patrol car stopped behind the vehicle, the man got out and quickly walked into the apartment building. A few seconds later, a woman opened the door to the building, stuck her head out and looked at the officer then also quickly went back inside. The officer ran the plate.

The records check showed the license plate was for a different vehicle registered to a woman who lived in apartment #45.

When Cullison checked with Greene County Sex and Violent Offender Registrar Temperance Harris, she said Goodman was not registered in Greene County.

Then on July 18, GCSD Deputy Alan Jackson was dispatched to the same apartment about an unrelated complaint but Det. Cullison also responded. Goodman was there and the detective talked to him.

Cullison reported he asked Goodman where he lived and he said he lived there, in apartment #45, and that he’d lived there for about a month.

On July 25, Cullison spoke to Goodman again about his registration. Goodman allegedly agreed that he was a registered sex offender and that he was registered as living in Knox County. He allegedly said he forgot to register in Greene County.

The next day, on July 26, Goodman went in to the Greene County Sheriff’s Department and registered.

However, Det. Cullison alleges that Goodman registered as living at 679 E Street SE in Linton, which is not the address where he has actually been living, which would be Musselman Apartments at 970 1st NE, apartment 45.

A criminal case was filed against Goodman and a warrant issued.

Goodman was taken into custody in another county and transferred back to Greene County last Wednesday, August 8.

His bond was set at $4,000 surety with ten percent cash allowed. The same day, he posted $400 cash for bond, was given a court date and released.

He is scheduled to appear for his initial hearing on August 20 to be charged with failure to register as a sex offender, a Level 6 felony.

However, another warrant was issued for him, also on a preliminary charge of failure to register as a sex offender, a Level 6 felony – this time out of Knox County.

Goodman was again taken into custody and booked into the Greene County Jail yesterday - Monday, August 13. He was being held without bond on a hold for Knox County. Once transferred, his bond in Knox County is expected to be $5,000 surety with ten percent cash allowed.
