Bloomfield man arrested on OWU, drug charges after traffic stop at Redbird

A Bloomfield man was arrested after conservation officers say he was intoxicated and in possession of marijuana during a traffic stop at a local recreation area.

According to court documents, Robert A. Hoover, 29, of Bloomfield, faces preliminary charges including operating a vehicle while intoxicated, operating a vehicle with an alcohol concentration equivalent to .08 or more, and possession of paraphernalia.

Indiana Conservation Officer Matt Vossmer reported the incident occurred around 10:45 p.m. April 18 at the Redbird Off-Road State Recreation Area.

According to the affidavit, officers observed a Jeep traveling along a trail and detected a strong odor of marijuana as it passed. Officers initiated a traffic stop after continuing to smell marijuana coming from the vehicle.

Hoover, who was identified as the driver, told officers he had already smoked all of the marijuana and that none remained. However, officers reported locating a glass smoking device consistent with marijuana use inside the vehicle, along with multiple alcoholic beverage containers and a container labeled “Tennessee Moonshine.”

Authorities noted the recreation area prohibits possession of alcohol on the property.

While speaking with Hoover, officers reported detecting the odor of alcohol on his breath, along with glassy eyes and delayed movements.

Hoover told officers he had consumed alcohol, according to the affidavit.

Field sobriety tests were conducted, during which officers observed multiple signs of impairment. A portable breath test showed a result of 0.111, and a certified chemical breath test later recorded a result of 0.096 grams of alcohol per 210 liters of breath.

Hoover was transported to the Greene County Jail where he was booked in the early morning hours of April 19. His bond was set at $4,500 surety with 10% cash allowed, and he was released after posting $450.

A scheduled initial hearing on April 30 was canceled after a waiver was filed. Hoover is now scheduled to appear in Greene Superior Court on May 7 at 9:45 a.m. for a hearing on a motion for specialized driving privileges.
