January 29, 11:20 a.m. – Heather Marie Stephens, 45, Sullivan, Ind., was arrested on a new preliminary charge of felony possession of methamphetamine. She was being held without bond pending court appearance.

January 29, 7:24 p.m. – Nicholas Allen Tuttle, 19, Switz City, Ind., was arrested on a warrant issued on a petition to revoke a suspended sentence for a conviction of misdemeanor domestic battery. He was being held without bond.

Defendants are presumed innocent until proven guilty. Individuals are booked into jail on warrants issued by courts or on “preliminary charges” based on recommendations of investigating or arresting officers. Charges may change when a new case is filed in court by the prosecutor who reviews the case and makes the charging decision.
