Rhonda Kaye Carter, 46, Spencer, was arrested by Deputy Alan Jackson of the Greene County Sheriff’s Department last Friday, March 5.

Deputy Jackson was dispatched at 3:27 a.m. to an area on State Road 67 north of Worthington. Officer Dustin Cain of the Jasonville Police Department and Deputy Marshal Brittany Ingram of the Bloomfield Police Department also responded to assist.

Dispatch had received a 911 call - a belligerent woman was being followed. When the officers were enroute, dispatch advised the woman could possibly have a weapon.

Deputy Jackson, the investigating officer, said after he arrived, he saw a woman, later identified as Carter, crawling across the ground toward the officers, saying she was being followed.

Deputy Jackson reported Carter appeared to be highly intoxicated and that her behavior was high-strung with loud, fast speech which they couldn’t understand due to constant mumbling. She exhibited fast and uncontrolled body movements, had poor balance and body function, her clothing was disheveled and she was not wearing shoes.

When Carter was patted down by Officer Ingram, no weapon was found, but Officer Ingram did find a blue glass smoking device containing a white substance in Carter’s jean pocket. In addition, a small Ziploc bag containing a white substance was found in another jean pocket. Both items field-tested positive for the presence of methamphetamine.

Carter was taken into custody and before being transported to jail, she allegedly admitted to doing a “line” of methamphetamine at a nearby residence.

Carter was booked into the Greene County Jail at 4:28 a.m. She was being held without bond pending court appearance.

As of late Tuesday, she was still in jail.

When she appears in Greene Superior Court for her initial hearing, she will be charged with possession of methamphetamine, a Level 6 felony, and possession of paraphernalia, a Class C misdemeanor.
