A Bloomfield woman is scheduled to appear in Greene Superior Court on Thursday for an initial hearing after police allege she drove while intoxicated without ever receiving a valid driver's license.

Jessica Ann Graber, 26, faces two Class C misdemeanor counts of operating a vehicle while intoxicated, including operating with an alcohol concentration equivalent (ACE) of at least 0.08 but less than 0.15, and one Class C misdemeanor count of knowingly operating a motor vehicle without ever receiving a driver's license.

According to a probable cause affidavit filed by the Bloomfield Police Department, Deputy Marshal Jordan Brant was patrolling shortly before 3 a.m. Aug. 21 when he observed a 2005 Scion traveling east on East Spring Street without its headlights or taillights illuminated.

After initiating a traffic stop, Brant reported that the driver, identified as Graber, turned on the vehicle's lights only after emergency lights had been activated.

Court documents state Graber provided an Indiana learner's permit and told the officer she had just gotten off work before going to a bar, where she admitted consuming three beers about 30 minutes earlier.

According to the affidavit, Graber also acknowledged she was driving alone despite holding only a learner's permit. During the encounter, officers reported she admitted she was "not okay to drive" and later stated she had "made a bad decision tonight."

Police conducted standardized field sobriety tests at the scene and again at the Greene County Sheriff's Department. Investigators reported observing multiple signs of impairment, including indicators of horizontal gaze nystagmus, difficulty maintaining balance, missing heel-to-toe steps during the walk-and-turn test, swaying and using her arms for balance during the one-leg stand test, slurred speech and the odor of an alcoholic beverage.

The affidavit states Graber voluntarily submitted to a certified chemical breath test, which produced a result of 0.123.

A Bureau of Motor Vehicles records check also allegedly showed Graber had never been issued a valid driver's license.

Graber was arrested at 5:02 a.m. Aug. 21 on preliminary charges of operating a vehicle while intoxicated and operating a motor vehicle without ever receiving a license. Her bond was set at $4,500 surety with 10% cash allowed.
