Suspicious person talking nonsense arrested with stolen gun

Last week a citizen reported a suspicious man in his neighborhood was seeing things that were not there. Two officers who responded said the man was carrying a stolen pistol in his boot.

Richard Dylan Foreman, 24, Carmel, was arrested by Officer Andrew Duguay of the Jasonville Police Department last Wednesday, April 28.

That afternoon, JPD Officer Ryan Van Horn got a call from a Jasonville resident about a suspicious man in an area on North Huffman Street. The caller said the man told him he’d been dropped off there by a girlfriend and he was trying to get hold of another woman in the neighborhood but nobody answered the door. The caller said he thought the man was under the influence of something – he was acting funny and seeing things that were not there.

Officer Van Horn and Officer Duguay both responded and located the suspicious man, later identified as Richard Foreman. Officer Duguay reported Foreman was making very odd, slow movements and was talking about things that did not make sense.

Foreman was found to be in possession of a handgun but he did not have a permit. Foreman allegedly had a Kimber Custom II .45 caliber pistol in his boot. A check on the pistol’s serial number found it to be stolen out of Indianapolis.

Foreman was also found to be in possession of a meth pipe in his pocket. The pipe contained residue that field-tested positive for methamphetamine. Foreman’s criminal history includes a felony conviction for possession of methamphetamine in 2018.

Foreman was transported to Greene County General Hospital for a medical check. On the way there, he allegedly said he took the gun away from a guy in a bar in Indy a few days earlier after the man threatened to shoot him in the face. He said he was planning to throw it in a river.

Foreman was booked into the Greene County Jail at 4:49 p.m. He was being held without bond pending court appearance.

Foreman is facing preliminary charges of:

  • Carrying a handgun – with a prior felony conviction within the last 15 years, a Level 5 felony,

  • Possession of methamphetamine, a Level 6 felony, and

  • Possession of paraphernalia, a Class C misdemeanor.
