When a Bloomfield police officer was dispatched to the scene of an accident east of Bloomfield on Sunday night, he reported the driver ran off the road when a tire blew, but also showed signs of intoxication.

Bloomfield Deputy Marshal Jordan Allor arrived a little after 9 p.m. in the area of 2829 East State Road 54 where a maroon 1999 Jeep Grand Cherokee was off the road.

A woman who had been traveling behind the Jeep witnessed the accident and was standing with the driver while waiting for the officer.

The driver, Joshua L. Conard, 30, of Bloomington, was not reported as injured but Allor noticed signs of impairment.

According to Allor’s narrative, Conard had a hard time maintaining his balance, failed field sobriety tests, and registered .209 on a portable breath test.

Conard agreed to a chemical test and was transported to the Greene County Sheriff’s Department where he again failed field sobriety testing before a test result of .193 BAC was recorded.

Conard was arrested and has been charged with:

• Operating a vehicle while intoxicated endangering a person, a Class A misdemeanor
• Operating a vehicle while intoxicated, a Class C misdemeanor
• Operating a vehicle with an alcohol concentration equivalent to .15 or more, a Class A misdemeanor
