Jasonville woman arrested on warrant, charges of resisting law enforcement and disorderly conduct
A 40-year-old Jasonville woman was arrested on a warrant for possession of methamphetamine and possession of paraphernalia on June 22; however, charges of resisting law enforcement and disorderly conduct were added due to alleged incidents that occurred during interactions with law enforcement that day.
Jasonville Police Department Chief Ryan Van Horn arrested Devon Denise Foreman on a warrant for possession of methamphetamine and possession of paraphernalia; however, after incidents that occurred while he was on the scene, charges of resisting law enforcement and disorderly conduct were added. Foreman has been issued a summons to appear in Greene Superior Court on July 10 regarding the new charges. She will also have her initial hearing on charges stemming from the warrant.
On the morning of June 22, Greene County Dispatch received a call regarding a female – later identified as Foreman – walking outside around a South Washington Street residence naked. The caller who contacted Dispatch mentioned Foreman might have an outstanding warrant. Van Horn requested a check for outstanding warrants which returned an active warrant for possession of methamphetamine and possession of paraphernalia.
When Chief Van Horn arrived on the scene, he was met by the individual who called Dispatch. The caller, according to the probable cause affidavit, believed Foreman was under the influence of controlled substances and alcohol. Prior to Van Horn’s arrival, the individual indicated Foreman had ran from the South Washington property west through adjoining yards.
According to the probable cause affidavit, Van Horn located Foreman sitting in a back yard of a South Park Avenue address, a city block away from the address he responded to. Upon location, she was wrapped in a blanket, holding a liquor bottle. Foreman allegedly took a drink from the bottle of alcohol when Van Horn advised her to place her hands behind her back. When Van Horn had hold of Foreman’s arm, according to the probable cause affidavit, she pulled away and rolled around. She refused to comply with Van Horn’s verbal commands and had to be forcibly restrained while she continued to pull away and roll onto her back. Once in custody, Foreman allegedly yelled and screamed.
Van Horn was assisted at the scene later by Officer Caleb Ray of the Worthington Police Department. Van Horn also requested assistance from the Greene County Ambulance Service as based on Foreman’s irrational behavior, according to the probable cause affidavit, he believed her to be under the influence of alcohol and controlled substances.
While waiting for the ambulance to arrive, Van Horn attempted to perform a portable breath test on Foreman as he could smell an odor of an alcoholic beverage emitting from her exhaled breath. According to the probable cause affidavit, she continued to yell and scream even after being told to calm down and stop yelling.
Foreman was transported to Greene County Hospital where she was medically cleared then taken to Greene County Jail.
