A dump truck driver who was traveling in eastern Greene County with the tarp on the dump truck in the up position is accused of hitting utility lines and pulling them down then leaving the scene of an accident.

Randall Wayne Holtsclaw, also known as Biscuit Holtsclaw, 43, Solsberry, is being summoned to appear in court following an investigation by Deputy James Carpenter of the Greene County Sheriff's Department.

Deputy Carpenter was dispatched at 1:47 PM on Friday, August 19, to a location on east State Road 445 where there was a report that a dump truck had pulled down a power line across the highway.

When Deputy Carpenter arrived on the scene, the dump truck was gone, but he spoke with a witness who was mowing a yard nearby and saw the dump truck with its tarp up. She said she pointed at the tarp but the driver waved back and kept driving and then hit utility lines and pulled them down then turned around and went back to Milestone on SR 445. The dump truck was described as having a red cab with a red bed and a decal that said Roman Trucking. The witness said the tarp arms were bent from where the truck ran into the lines.

Deputy Carpenter reported that Comcast had a utility line pulled off a pole and REMC had a power line with several frays in it.

When Deputy Carpenter arrived at Milestone, an employee said they were aware truck #20 from Roman Trucking had drove through the lines and returned then left again to make a delivery.

Deputy Carpenter then obtained security camera footage from Crane Bank which he said showed the red cab red bed dump truck traveling westbound on SR 445 with its tarp up. At 1:44 PM, the dump truck’s tarp hit utility lines and continued westbound then turned onto SR 54, drove through the bank parking lot and stopped at SR 445.

When Deputy Carpenter was able to talk to Randy “Biscuit” Holtsclaw to ask for the registration and insurance information, Holtzclaw said he would get the information to him. He also allegedly said he had waited approximately 1.5 hours after hitting the utility lines. Deputy Carpenter said he did not contact law enforcement about the accident.

Holtsclaw is facing two counts of leaving the scene of an accident. Both are Class B misdemeanors. He will be receiving a summons ordering him to appear in Greene Superior Court for his initial hearing on October 13.
