A 58-year-old Columbus man was arrested on Dec. 16 on drug-related charges after allegedly acting suspiciously after hours at a local store. 

Linton Police Department Officer Janzen Franklin arrested Richard Allen Mann on charges of possession of methamphetamine and possession of paraphernalia after he was reportedly acting suspiciously at Walmart. 

A Walmart manager contacted the Linton Police Department regarding a suspicious male – later identified as Mann – who attempted to enter the store after it was closed. According to the probable cause affidavit written by Franklin, the manager alleged Mann, who does not work at Walmart, entered the store despite it being closed. The manager alleged he left the store and went to his truck near the grocery pick-up area. 

When Franklin arrived, he spoke with Mann and confirmed he did not work at Walmart. When asked to step outside of the vehicle, Franklin wrote in the probable cause affidavit, that through his training and experience, he believed him to be under the influence of methamphetamine. 

During a search of Mann’s vehicle, according to the probable cause affidavit, Franklin located a silver and red tube with a residue inside. The residue later field-tested positive for methamphetamine. Franklin noted tubes, like the one he located, are often used to ingest illegal drugs. During a search of Mann’s person, Franklin located a corner of a plastic bag containing a white crystal-like substance believed to be methamphetamine. 

Mann was transported to Greene County Jail where he was held without bond until his initial hearing on Dec. 20. During his initial hearing in Greene Superior Court, his bond was set at $10,000 surety with 10% cash allowed. 

Mann faces charges of possession of methamphetamine, a Level 6 Felony and possession of paraphernalia, a Class C Misdemeanor.
